Male Woodpecker - Downy or Hairy

They always say you can tell downy from hairy woodpeckers based relative bill length.. downy's is about half the length of the head, and hairy is more like 3/4. But I can't tell where the beak ends next to the bark on the tree.. It seemed kind of big for a downy, but it has tuft of hairy feathers at the base of it's bill, which sibley's guide says is a downy sign..

It's a Male Downey Wood Pecker. The female has no red "cap". She has an all black cap. See below for a female and male together. The PIC was taken at dusk - sorry for the quality.
