They always say you can tell downy from hairy woodpeckers based relative bill length.. downy's is about half the length of the head, and hairy is more like 3/4. But I can't tell where the beak ends next to the bark on the tree.. It seemed kind of big for a downy, but it has tuft of hairy feathers at the base of it's bill, which sibley's ...

It's a Male Downey Wood Pecker. The female has no red ''cap''. She has an all black cap. See below for a female and male together. The PIC was taken at dusk - sorry for the quality.
