Thanks for the quick response. I was leaning towards nothern harrier but cant quite tell if the rump is white, also may be the wrong time of year for florida.

Spotted last fall (Sept - Oct) in central Illinois. About 6 inches long. Hanging out in a small brushy, weedy patch under a mulberry tree in my neighbors back yard. Had feeders up, but never saw it visit them. May have drank at the bird bath. Very fidgety and active. Did not notice constant tail pumping. I tentatively have called it Mourning ...
