Can anyone tell me exactly what kind of raptor this is? The picture was taken near Washington, DC in November, 2007 (in an IHOP parking lot...).

I got four helpful replies to my last query. This is a bird I photographed on a trip to Southern California two years ago. I have a hunch it's a Western Grebe, but am not sure (and would like to be able to identify it to my local bird club when I show pictures Monday). Help!!!
